PENGUATAN KEBIJAKAN SOSIAL SEKOLAH RAKYAT SEBAGAI STRATEGI INKLUSIVITAS PENDIDIKAN: SEBUAH TINJAUAN LITERATUR SISTEMATIS

Abstract

Inklusivitas pendidikan menjadi isu strategis dalam pemenuhan hak pendidikan bagi kelompok masyarakat rentan yang belum terjangkau sistem pendidikan formal. Sekolah rakyat hadir sebagai alternatif kebijakan sosial berbasis komunitas untuk memperluas akses pendidikan bagi kelompok marjinal. Artikel ini bertujuan menganalisis penguatan kebijakan sosial sekolah rakyat sebagai strategi peningkatan inklusivitas pendidikan melalui tinjauan literatur sistematis. Publikasi ilmiah relevan diseleksi dari basis data akademik nasional dan internasional berdasarkan fokus kebijakan sosial, pendidikan inklusif, dan pendidikan alternatif. Hasil sintesis menunjukkan bahwa penguatan kebijakan sosial sekolah rakyat berperan penting dalam memperluas akses pendidikan, meningkatkan partisipasi masyarakat, serta menyediakan perlindungan sosial bagi peserta didik. Keberhasilan implementasi dipengaruhi oleh dukungan regulasi, kolaborasi lintas sektor, keberlanjutan pendanaan, dan kapasitas kelembagaan. Kajian ini menegaskan pentingnya integrasi kebijakan sosial dan kebijakan pendidikan sebagai prasyarat bagi terwujudnya pendidikan inklusif yang berkelanjutan.
